This section amends the Workforce Innovation and Opportunity Act (WIOA) to (1) add a definition of "evidence-based," when used with respect to an activity, service, strategy, intervention, or content of materials, as one demonstrating a statistically significant effect on participant outcomes based on strong evidence from at least one well-designed experimental study, moderate evidence from at least one well-designed quasi-experimental study, or promising evidence from at least one well-designed correlational study with statistical controls for selection bias—or a research-based rationale likely to improve outcomes coupled with ongoing efforts to evaluate effects; and (2) revise state plan requirements to include (a) in describing statewide workforce development activities, the extent to which such activities are evidence-based, and (b) a description of strategies the state will use to prioritize funding of evidence-based programs through funds available for statewide workforce development activities under section 128(a). (WIOA funds state and local workforce boards to provide training, employment, and other services to adults, youth, and dislocated workers.)
