H.R. 2061 — Information and Communication Technology Strategy Act

This section directs the Secretary of Commerce, acting through the Assistant Secretary for Communications and Information, to submit to the House Energy and Commerce Committee and Senate Commerce, Science, and Transportation Committee (1) within one year of enactment, a report on the information and communication technology (ICT) supply chain that identifies ICT critical to U.S. economic competitiveness and the industrial capacity of U.S. and trusted ICT vendors, assesses their competitiveness and the dependence of advanced telecommunications capability (as defined in 47 U.S.C. 1302) providers on untrusted ICT, and outlines federal actions, resources, and lines of effort needed to bolster trusted vendors; and (2) 180 days later, a report on a whole-of-government strategy to ensure trusted ICT vendor competitiveness, including recommendations to strengthen federal support, address market barriers, assign agency responsibilities, and identify necessary program, legal, or resource changes. The Secretary must consult a cross-section of trusted ICT vendors and federal officials, including the Secretaries of State and Homeland Security, the Attorney General, the Director of National Intelligence, and the FCC Chair.
