H.R. 2065 — Unmasking Hamas Act of 2025

This section states 10 congressional findings concerning violent, masked protests at universities and colleges in support of Hamas—including property damage, denial of educational access, antisemitism, support for designated terrorist organizations, vandalism of federal property and memorials in Washington, DC, increased bomb threats to synagogues, and violence against police.

This section establishes a new criminal offense (18 U.S.C. § 251) prohibiting any person, whether or not acting under color of law, from injuring, oppressing, threatening, or intimidating another in the free exercise or enjoyment of any constitutional or federal statutory right—or because of having exercised such a right—while in disguise, including wearing a mask, with penalties of a fine under title 18, imprisonment for not more than 15 years, or both. It clarifies that the offense does not apply to law enforcement officers (i.e., federal, state, District of Columbia, or local officers empowered to investigate or arrest for offenses) lawfully performing their duties.

This section imposes a mandatory additional two-year term of imprisonment, in addition to any other term imposed under the section, on any person who wears a disguise, including a mask, during the commission of an offense of willfully and maliciously destroying or injuring any structure, conveyance, or other real or personal property within the special maritime and territorial jurisdiction of the United States (i.e., federal lands such as national parks and military installations, federal buildings, and certain vessels and aircraft).
