H.R. 2069 — Stop Secret Spending Act of 2025

This section amends the Federal Funding Accountability and Transparency Act of 2006 (FFATA) to expand the definition of federal awards reported on USAspending.gov to include other transaction agreements (OTAs) (i.e., flexible agreements exempt from standard procurement and grant rules, commonly used by the Department of Defense for research, development, and prototyping). It makes conforming cross-reference changes in FFATA reporting exemptions. The section further requires the Secretary of the Treasury to ensure OTA data is automatically transmitted to USAspending.gov with a centralized view available not later than 3 years after enactment. Additionally, it directs the Secretary, in consultation with the Director of the Office of Management and Budget, to post an annual report on the website beginning 1 year after enactment identifying total unreported federal spending and reasons (e.g., national security, legislative or judicial branch awards, or subawards below primary subawards). Finally, if OTA data compliance is not achieved within specified deadlines, it requires (1) publication on USAspending.gov within 1 year after enactment of a report listing and describing all OTAs from the prior fiscal year and (2) submission to Congress within 2 years after enactment of a plan for full OTA data incorporation by 3 years after enactment.

This section amends the Federal Funding Accountability and Transparency Act of 2006 (FFATA), which requires federal agencies to publicly disclose detailed spending data (e.g., grants, contracts, loans, and other assistance) on USAspending.gov, as follows: (1) limits Inspector General reports on undisclosed or substandard federal expenditures to agencies listed in 31 U.S.C. 901(b)(1)-(2) (i.e., most Cabinet departments and certain independent agencies); requires initial reports within one year of enactment and biennially thereafter through 10 years after enactment, coinciding with specified annual IG financial reports; and (2) limits posting requirements and related data quality verification to agencies and components on a list to be determined and published biennially by the Secretary of the Treasury and OMB Director starting one year after enactment (with limitations effective upon first list publication); establishes data completeness and accuracy standards with agency responsibility and verification authority; and requires compliance with display standards.

This section directs the Comptroller General, not later than one year after the date of enactment, to make recommendations for any updates determined advisable to Federal Acquisition Regulation clause 52.204-10 (i.e., Reporting Executive Compensation and First-Tier Subcontract Awards) to incorporate requirements of the Federal Funding Accountability and Transparency Act of 2006.
