H.R. 2073 — Defending our Dams Act

This section prohibits the use of federal funds to allow, lead to, or study the breach or functional alteration—including power, flood control, or navigation replacement—of the Lower Snake River dams (i.e., Ice Harbor Dam, Lower Monumental Dam, Little Goose Dam, and Lower Granite Dam in Washington state). It further prohibits the Secretary of the Army, acting through the Chief of Engineers, from conducting spillage operations at these dams unless approved by the Secretary of the Army and the Bonneville Power Administration Administrator, who must consider all Columbia River System operations.
