H.R. 208 — No Budget, No Pay Act

This section requires the payroll administrator of a House of Congress to deposit into escrow the compensation payments for Members of that House (including Delegates and Resident Commissioners) if the House has not agreed by April 15 to a concurrent resolution on the budget for the next fiscal year pursuant to section 301 of the Congressional Budget Act of 1974 (i.e., the annual resolution establishing spending and revenue targets). The escrow period for each House begins on April 16 and ends on the earlier of the date the House adopts such a resolution or the last day of the Congress, with payments released upon expiration of the period (or any remaining amounts released at Congress's end to comply with the 27th Amendment); applies to FY2026 and succeeding fiscal years.
