H.R. 2081 — Donut Dollies Congressional Gold Medal Act

This section states six congressional findings recognizing the service of 1,120 American Red Cross volunteers, including 627 women in the Supplemental Recreation Activities Overseas (SRAO) program known as "Donut Dollies," who supported U.S. servicemembers in Vietnam from 1962 to 1973 by providing recreation programs to approximately 280,500 personnel at 28 locations, traveling over 2.125 million miles, and suffering five in-country deaths including three SRAO members (Hanna E. Crews, Virginia E. Kirsch, and Lucinda J. Richter).

This section authorizes the Speaker of the House of Representatives and the President pro tempore of the Senate to arrange for the presentation, on behalf of Congress, of a gold medal of appropriate design to members of the Red Cross Supplemental Recreational Activities Overseas (SRAO) program—known as the "Donut Dollies"—who served honorably during the Vietnam conflict. The section directs the Secretary of the Treasury to strike the medal; requires its transfer to the Smithsonian Institution following presentation, where it will be available for display and research; and expresses senses of Congress that the Smithsonian display the medal at other appropriate locations associated with the Donut Dollies and that the United States Mint expedite production.

This section authorizes the Secretary to strike and sell bronze duplicates of the gold medal struck pursuant to section 3 at a price sufficient to cover the costs of production, including labor, materials, dies, use of machinery, and overhead expenses.

This section designates medals struck pursuant to the Act as (1) national medals for purposes of chapter 51 of title 31, United States Code, and (2) numismatic items for purposes of sections 5134 and 5136 of such title.

This section authorizes the charge of necessary amounts from the United States Mint Public Enterprise Fund to pay costs of medals struck under this Act and requires deposit of proceeds from sales of duplicate bronze medals into that fund.
