H.R. 2094 — HELPER Act of 2025

This section establishes an FHA mortgage insurance program for first responders under section 203 of the National Housing Act. The program authorizes the Secretary of Housing and Urban Development to insure mortgages for first-time homebuyers who are employed full-time as law enforcement officers, firefighters, paramedics or emergency medical technicians, or pre-K-12 teachers (or meet limited prior service or disability exceptions), have completed HUD-approved housing counseling, are in good standing, intend to continue employment for at least one year post-closing, and have not previously used the program. Such mortgages, which must finance a principal residence (including condos and qualifying manufactured homes), may cover up to 100 percent of the property's appraised value with no down payment required (notwithstanding first-time homebuyer restrictions under subsection (b)(2)) and are subject only to an adjustable up-front mortgage insurance premium that may exceed 3 percent of the principal obligation (with no monthly premiums).
