H.R. 2100 — No Bailouts for Reparations Act

This section prohibits the United States government, including the Federal Reserve System and independent agencies, from providing any loan, grant, or other financial assistance to a state or local government (or its agency or instrumentality) that enacts a reparations program based on (1) slavery or (2) race, ethnicity, national origin, or historical practices related thereto. The prohibition applies solely to the enacting unit of government and defines "state" to include the District of Columbia, Puerto Rico, the Virgin Islands, American Samoa, Guam, the Northern Mariana Islands, and other U.S. territories.
