H.R. 2109 — Cybersecurity for Rural Water Systems Act

This section expands the national rural water and wastewater circuit rider program—which deploys roving technical experts to assist small rural utilities with operations, compliance, and infrastructure—to include cybersecurity technical assistance for rural water systems serving fewer than 10,000 persons, specifically to assess protection against cyber threats and implement cybersecurity plans, procedures, and technologies. The section also increases annual funding to $32.5 million (from $25 million) for FY2026 through FY2030 (from FY2019 through FY2023), of which $7.5 million annually shall be used for the cybersecurity technical assistance.
