H.R. 2113 — America Supports Taiwan Act

This section states nine congressional findings concerning the People's Republic of China's (PRC) claims of sovereignty over Taiwan, including the PRC's military objective of invading Taiwan by 2027, denial of the Taiwan Strait median line (with over 1,400 PRC aircraft crossings reported in 2024), and approximately 3,075 PRC military aircraft incursions into Taiwan's Air Defense Identification Zone in 2024 (up from approximately 390 in 2020). It declares the sense of Congress that (1) the United States must maintain commitments under the Taiwan Relations Act to resist force or coercion jeopardizing Taiwan's security or social or economic system; (2) the United States supports Taiwan's self-defense capability against PRC coercion; and (3) the United States favors using "Taiwan" over "Chinese Taipei" to avoid connotations of PRC possession.

This section requires the head of each agency (as defined in 5 U.S.C. 551, i.e., each authority of the U.S. government excluding Congress, courts, territorial governments, and the District of Columbia government, among others) to use "Taiwan" and prohibits use of "Chinese Taipei", except (1) in historical contexts explaining the People's Republic of China's attempts to control Taiwan through persuasion and coercion, or (2) when working on Taiwan-related matters with an international organization where Taiwan participates under a different official name. The section further directs agency heads to ensure agency websites comply with this requirement not later than 14 days after enactment.
