H.R. 2116 — Law Enforcement Support and Counter Transnational Repression Act

This section adds new section 890E to Subtitle H of title VIII of the Homeland Security Act of 2002 (6 U.S.C. 451 et seq.). The new section (1) directs the Department of Homeland Security (DHS) Secretary, through the Office of Partnership and Engagement, to conduct a public service announcement campaign—in languages determined relevant by the Secretary—to educate the public and international allies on transnational repression and related terrorism threats, including victim resources and anonymous reporting to the Federal Bureau of Investigation; (2) requires the DHS Secretary, in coordination with the Under Secretary for Science and Technology, to conduct research and development—including operational testing—of technologies and techniques to enhance support for Federal, State, local, Tribal, and territorial officials in countering such threats, not later than one year after enactment and subject to applicable constitutional, privacy, civil rights, and civil liberties protections; and (3) defines terms including "transnational repression" (i.e., coercive, harassing, threatening, or lethal actions by a foreign government or its agents, occurring in the United States or against U.S. persons, to advance the foreign government's interests). This section also makes a conforming amendment to the Act's table of contents.
