H.R. 2117 — Crop Insurance for Future Farmers Act

This section expands crop insurance support for beginning farmers or ranchers and veteran farmers or ranchers in the Federal Crop Insurance Program (administered by the Federal Crop Insurance Corporation to indemnify producers for crop losses due to unavoidable causes). Specifically, it (1) revises the definition of beginning farmer or rancher to include those with not more than 10 crop years (from 5 crop years) of operating experience; (2) makes conforming changes to the veteran farmer or rancher definition to reference 10 crop years (from 5 years) and a 10-year (from 5-year) period; (3) increases additional premium assistance under section 508(e)(8) by providing subsidies that are 15 percentage points greater than standard additional coverage rates for the first and second reinsurance years of participation as such a farmer or rancher (previously a flat 10 percentage points), 13 points for the third year, 11 points for the fourth year, and 10 points for the fifth through tenth years; and (4) strikes an obsolete subparagraph in section 522(c)(7).
