H.R. 2131 — Presidential Security Resources Reimbursement Act of 2025

This section authorizes the Secretary of Homeland Security, in providing Secret Service protection to former Presidents and their spouses (under 18 U.S.C. §3056(a)(3)) and major Presidential and Vice Presidential candidates and their spouses within 120 days of a general election (under §3056(a)(7)), to utilize—with consent—services, personnel, equipment, and facilities of state and local governments on a reimbursable basis and to reimburse those governments for such use.

This section authorizes retroactive reimbursement under the U.S. Secret Service reimbursement authority (18 U.S.C. § 3056(h)) to state and local governments for services, personnel, equipment, and facilities used to carry out Secret Service functions specified in paragraphs (3) and (7) of 18 U.S.C. § 3056(a)—arrest powers (paragraph (3)) and protection of major presidential and vice-presidential candidates (paragraph (7))—during the period beginning July 12, 2024, and ending on the effective date of this section.
