This section authorizes the Secretary of Homeland Security to exchange approximately 160 acres of federal land (parcel 4–149–096–266–460, Township 16 South, Range 25 East, Section 35: S½ S½) associated with the Federal Law Enforcement Training Centers (FLETC) in Artesia, New Mexico, for approximately 160 acres of non-federal land owned by Caza Ranches LLC (parcel 4–147–097–132–132, Township 17 South, Range 25 East, Section 4: NW¼, excluding third-party subsurface rights). The exchange is subject to Attorney General title standards, valid existing rights, shared costs, equal value determination, and a written agreement; upon conveyance, the non-federal land is added to and administered as part of the FLETC for training structures, with center boundaries adjusted to exclude the federal land. (Thus, the exchange enables boundary adjustments and facility expansion to support FLETC's federal law enforcement training mission.)
