H.R. 2139 — Strengthening State and Local Efforts to Counter Transnational Repression Act

This section establishes a training program within DHS—developed through the Federal Law Enforcement Training Centers in coordination with other DHS components—to enhance the capabilities of state, local, Tribal, campus, territorial, and fusion center law enforcement personnel to counter transnational repression (i.e., coercive, harassing, threatening, or lethal actions by foreign governments or their agents against U.S. persons in the United States or abroad) and related terrorism threats, consistent with protections for privacy, civil rights, and civil liberties. The training must cover threat identification, data collection and sharing (including with private sector entities, faith-based organizations, educational institutions, and targeted communities), victim identification, and personal safety best practices with access to victim support resources from CISA, USCIS, and DHS's Office for Civil Rights and Civil Liberties. It further requires DHS community awareness briefings for law enforcement and at-risk communities; provision of trainings by FLETC or accredited DHS components; and R&D, coordinated with DHS's Science and Technology Directorate and Office of State and Local Law Enforcement, on technologies to boost training participation rates.
