H.R. 214 — District of Columbia Legislative Home Rule Act

This section designates the Act as the “District of Columbia Legislative Home Rule Act” and specifies that references to sections or provisions amended or repealed by the Act are to the District of Columbia Home Rule Act.

This section eliminates the congressional 30-legislative-day review period for acts of the District of Columbia Council (previously at D.C. Official Code § 1–206.02(c)) and repeals Congress's authority to disapprove such acts via joint resolution (previously at § 1–206.04). (Thus, D.C. Council acts take effect 30 calendar days after enactment without transmittal to or review by Congress, with conforming amendments throughout the D.C. Home Rule Act removing related references.)

This section specifies that the amendments made by this Act apply to acts of the District of Columbia that are (1) passed by the Council and signed by the Mayor, (2) vetoed by the Mayor and repassed by the Council, (3) passed by the Council and allowed to become effective without the Mayor's signature, or (4) ratified by a majority of registered qualified electors, occurring on or after the first day of the 119th Congress (January 3, 2025).
