H.R. 2142 — Social Security Overpayment Relief Act

This section prohibits adjustment of payments to, or recovery by the United States from, any person of overpayments under Title II (Old-Age, Survivors, and Disability Insurance) or Title XVI (Supplemental Security Income (SSI)) that occurred 10 or more years prior to the date on which the Commissioner of Social Security determines that more than the correct amount of payment has been made to such person. (Thus, the Social Security Administration may no longer seek recovery of overpayments discovered after a 10-year lookback period from the date of the erroneous payment.)
