H.R. 2143 — Small Business Transportation Investment Act of 2025

This section states congressional findings that (1) the General Services Administration fleet management program provides cost-effective vehicle procurement services to federal agencies, state and local governments, and Tribal organizations; and (2) expanding access to these services for the commercial for-hire industry would increase efficiency, reduce costs, and enable improved fleet turnover with modern, environmentally friendly vehicles.

This section establishes a three-year pilot program, to be implemented by the Administrator of General Services (GSA) not later than 60 days after enactment, allowing covered small businesses—defined as small businesses (per 15 U.S.C. 632) providing ground transportation services (i.e., paid passenger transport in motor vehicles such as taxicabs, limousines, shuttles, over-the-road buses, sedans, paratransit, or non-emergency medical transportation)—to purchase up to 50 vehicles per fiscal year through GSA Federal supply schedules at cost from the same selection pool available to certain eligible entities (e.g., under 40 U.S.C. §502 or specified tribal and public health authorities). To participate, covered small businesses must agree (1) to use each purchased vehicle for ground transportation service for at least two years (unless inoperable); (2) if selling early, to reimburse GSA for the difference between the vehicle's open market value and purchase price; and (3) to donate at least one out of every five such vehicles to a local nonprofit after ceasing its use for ground transportation. The section further requires the GSA Administrator to submit annual reports to Congress on program participation, cost savings, operational improvements, and environmental impacts (e.g., emission reductions from fleet modernization), plus a final report at program conclusion assessing effectiveness and recommending permanence or expansion; and authorizes necessary rulemaking. The program sunsets three years after enactment.
