H.R. 2144 — No Fuel Credits for Batteries Act of 2025

This section prohibits the Administrator of the Environmental Protection Agency from authorizing the generation of credits for electricity generated from renewable fuel (i.e., eRINs) to satisfy renewable fuel volume obligations under the Renewable Fuel Standard (RFS) and requires the Administrator to prohibit the use or transfer of any such credits generated before the date of enactment. (The RFS, under Clean Air Act §211(o), mandates specified annual volumes of renewable fuel—defined in §211(o)(1)(J)—to be blended into transportation fuel—defined in §211(o)(1)(L).)
