H.R. 2150 — TRACE Act

This section directs the Attorney General, acting through the Director of the National Institute of Justice, to include in the National Missing and Unidentified Persons System (NamUs)—a national database that supports law enforcement investigations of missing persons and unidentified human remains—a data field indicating (1) whether a missing person's last known location was confirmed or suspected to be on federal land, including specific location details for the federal land unit; or (2) whether unidentified human remains were located on federal land, including specific location details for the federal land unit.

This section requires the Attorney General, acting through the Director of the National Institute of Justice, to submit to the House and Senate Judiciary Committees an annual report beginning in the second calendar year after enactment of this Act. Due each January 15 for the prior calendar year, the report must include, for cases in the National Missing and Unidentified Persons System (NamUs)—(1) the number of missing persons whose last known location was confirmed or suspected to be on federal land, disaggregated by the federal land management agency with jurisdiction; and (2) the number of unidentified remains located on federal land, disaggregated by the federal land management agency with jurisdiction.

This section defines the term "Federal land" for purposes of the Act as land owned by the United States under the administrative jurisdiction of the Secretary of Agriculture, the Secretary of the Interior (except land held in trust for the benefit of an Indian tribe), or the Secretary of Defense solely with respect to land and water resources projects administered by the Army Corps of Engineers.
