H.R. 2179 — America First Equipment and Information Act

This section states congressional findings that (1) Russia has engaged in aggressive actions threatening U.S. national security and global stability; (2) the U.S. must prevent military equipment, technology, or classified information or intelligence from reaching adversaries who could use it against U.S. interests or allies; and (3) restricting the sale, loan, or trade of U.S. military equipment and intelligence to Russia serves U.S. national security interests.

This section prohibits, effective on the date of enactment, (1) Foreign Military Financing to Russia; (2) Foreign Military Sales to Russia; (3) Direct Commercial Sales to Russia; (4) any presidential drawdown authority for assistance to Russia; (5) removal of Russia from any International Traffic in Arms Regulations provisions; (6) removal of export controls on Russia by the Department of Commerce's Bureau of Industry and Security; and (7) any information or intelligence sharing with Russia.

This section requires the President to submit an annual report to the appropriate congressional committees detailing compliance with the Act, including with respect to United States military support to Russia. It defines appropriate congressional committees as (1) the House Committees on Foreign Affairs, Armed Services, and the Judiciary; and (2) the Senate Committees on Foreign Relations, Armed Services, and the Judiciary.
