H.R. 2182 — Pre-Pilot Pathway Act

This section establishes an apprenticeship program, administered by the Secretary of Transportation in consultation with industry stakeholders and FAA-certified part 141 flight training providers (i.e., formalized flight schools), to develop a pipeline of qualified individuals for commercial pilot careers. Participating providers may select up to 8 apprentices (or more, as approved by the Secretary based on provider size and type) each academic year; apprentices must complete all relevant part 141 curriculum requirements (including subpart C), though providers may impose additional requirements; and participation is optional for providers. The section directs the Secretary to (1) issue implementing regulations within one year of enactment; (2) develop incentives and pathway programs for retired military pilots, retiring airline pilots, and program graduates to serve as instructors, mentors, or advisors at participating providers (including certified flight instructor qualifications under parts 61 or 141); (3) submit annual reports to Congress on apprentice progress, retention rates, and post-graduation employment; and (4) conduct annual evaluations of the program's effectiveness, including its impact on pilot shortages.
