H.R. 2210 — Saving NASA’s Workforce Act

This section establishes a moratorium prohibiting the National Aeronautics and Space Administration (NASA) from initiating or implementing any reduction in force or conducting involuntary separations of covered employees until full-year appropriations for FY2026 are enacted into law. Covered employees include those in the competitive service, career employees in the excepted service, and career Senior Executive Service appointees, except for cause on charges of misconduct, delinquency, or inefficiency. (Thus, the moratorium applies in addition to other adverse personnel action authorities under 5 U.S.C. ch. 75.)
