H.R. 2227 — WOLF Act of 2025

This section increases the livestock indemnity payment rate under the Livestock Indemnity Program (LIP) for losses due to attacks by Mexican gray wolves to 100 percent of market value (from 75 percent). (As background, LIP uses Commodity Credit Corporation funds to compensate eligible producers—generally those assuming production and market risks—for livestock deaths exceeding normal mortality or reduced sale prices due to predation by federally reintroduced or protected animals such as wolves, adverse weather, or disease.)

This section requires the Secretary of Agriculture to use funds available under the emergency assistance for livestock, honeybees, and farm-raised fish program (7 U.S.C. 9081(d)(1)) to provide emergency relief each fiscal year to livestock producers with herds adversely affected by Mexican gray wolves, as determined by the Secretary. It directs the Secretary to develop a formula within 180 days of enactment to determine payment amounts, taking into account (1) producer herd size, (2) average annual confirmed Mexican gray wolf depredations per producer by state, (3) average annual increase in state management costs due to Mexican gray wolves over the preceding five years, (4) average annual decrease in state herd birth rates due to Mexican gray wolves over the preceding five years, and (5) producer depredation prevention practices reported through the wolf compensation and prevention program (7 U.S.C. 8351 note). The Secretary must consult with the Farm Service Agency administrator, Animal and Plant Health Inspection Service administrator, and U.S. Fish and Wildlife Service director. It further requires annual reports to the House and Senate agriculture committees describing amounts distributed and number of producers assisted, beginning one year after relief is first provided.
