This section directs the Comptroller General of the United States to submit to four specified congressional committees (Committees on Education and the Workforce and Agriculture of the House of Representatives and Committees on Health, Education, Labor, and Pensions and Agriculture, Nutrition, and Forestry of the Senate), not later than two years after enactment, a report on the H-2A program (i.e., admission of nonimmigrants under INA §101(a)(15)(H)(ii)(a) (8 U.S.C. §1101(a)(15)(H)(ii)(a)) to perform temporary or seasonal agricultural labor). The report must analyze (1) the program's impact on hiring of domestic workers (i.e., U.S. citizens employed in the United States) and guest workers (i.e., H-2A nonimmigrants), including any increasing reliance on the program by American employers (i.e., individuals, companies, or organizations paying salaries or wages in the United States); (2) challenges in securing adequate, affordable housing for guest workers; (3) implications of the program's wage rate requirements for an American employer's ability to recruit domestic workers versus guest workers; (4) the economic impact of lost wages from a guest worker's spouse and unmarried children; and (5) compliance with working condition guarantees in H-2A guest worker contracts.
