H.R. 2238 — Ranching Without Red Tape Act of 2025

This section directs the Secretary of Agriculture to issue regulations within one year of enactment allowing holders of U.S. Forest Service grazing permits to perform minor range improvements (i.e., improvements to existing fences and fence lines, wells, water pipelines, and stock tanks) on permitted national forest lands after notifying the applicable district ranger at least 30 days in advance, with the improvement deemed approved if the ranger does not respond within 30 days. The section further requires the Secretary, acting through the district ranger, to respond within 30 days to any permittee request for the Secretary to perform such an improvement and, if approved, to notify the relevant district office and expedite completion using available authorities, including categorical exclusions.

This section directs the Secretary of the Interior, not later than one year after enactment, to issue regulations authorizing Bureau of Land Management (BLM) grazing permit or lease holders to conduct minor range improvements (i.e., to existing fences and fence lines, wells, water pipelines, and stock tanks) on covered public lands after providing at least 30 days' notice to the applicable BLM district or field manager, which must approve the improvement or allow it to proceed if no response is received. The section further requires the Secretary, acting through the applicable BLM State Director, to respond within 30 days to a permit holder's request for the Secretary to conduct a range improvement and, if approved, to notify the relevant state office and expedite implementation using available authorities, including categorical exclusions.
