H.R. 224 — Disabled Veterans Housing Support Act

This section requires states, units of general local government, and Indian tribes to exclude service-connected disability compensation from the Department of Veterans Affairs when determining whether a person qualifies as low- or moderate-income under the Housing and Community Development Act of 1974. (Thus, veterans receiving such compensation count toward low- and moderate-income eligibility thresholds for Community Development Block Grant (CDBG) programs and related activities.)

This section directs the Comptroller General of the United States to submit to Congress, not later than one year after enactment, a report on the treatment of service-connected disability compensation (i.e., Department of Veterans Affairs benefits for veterans' service-related disabilities) in determining eligibility for all programs administered by the Secretary of Housing and Urban Development. The report must (1) identify inconsistencies with the amendment made by section 2, and (2) for each inconsistent program, provide legislative recommendations to better serve veteran populations and underserved communities.
