This section amends section 404 of the Social Security Act (42 U.S.C. 604), governing use of Temporary Assistance for Needy Families (TANF) block grants to states, by adding a new subsection (l) to require states to comply with the Payment Integrity Information Act of 2019 (PIIA) for their TANF programs in the same manner as federal agencies (i.e., identifying programs susceptible to significant improper payments, estimating annual amounts exceeding $100 million in risk or $10 million actual, and reporting reduction plans), effective October 1, 2026. (Thus, states must annually review TANF for improper payments and implement corrective actions.) The section further requires the Secretary of Health and Human Services to submit to Congress, within one year of enactment, a report containing a plan to reduce or eliminate TANF improper payments made by states within 10 years.
