H.R. 2249 — Preserving Presidential Management Authority Act

This section establishes new authority under 5 U.S.C. §7107 for a newly inaugurated President, acting through agency heads, to terminate any provision of a collective bargaining agreement (CBA) in effect on the date of inauguration. (Incumbent Presidents may not exercise this authority.) It further clarifies that any CBA provision conflicting with a rule, executive order, presidential memorandum, or other presidential order—as determined by the President or agency head—is unenforceable, with agencies required to notify the relevant union in writing of any such terminations or conflicts. (As background, chapter 71 of title 5, U.S. Code, governs labor-management relations and collective bargaining for most federal civilian employees.)
