H.R. 2259 — National Strategy for School Security Act of 2025

This section adds a new section 2220F to Subtitle A of title XXII of the Homeland Security Act of 2002 (6 U.S.C. 651 et seq.) directing the Secretary of Homeland Security, in consultation with the Secretary of Education and heads of other appropriate federal agencies, to submit to the House Committees on Homeland Security and Education and the Workforce and the Senate Committees on Homeland Security and Governmental Affairs and Health, Education, Labor, and Pensions, within one year of enactment, a national strategy to secure elementary and secondary schools (as defined in the Elementary and Secondary Education Act of 1965) from threats of terrorism, along with a briefing on the strategy. The section further requires annual updates to the strategy, if appropriate, and briefings through 2033 (or certifications of no update) and specifies that the strategy must (1) describe all relevant federal programs, projects, activities, authorities, and spending levels; (2) identify school security vulnerabilities related to terrorism and goals to address them; (3) outline actions, means, and reforms to achieve those goals; and (4) incorporate findings from existing departmental evaluations to avoid duplication. This section also makes a conforming amendment to the Homeland Security Act table of contents.
