This section terminates eligibility for grants, loans (other than loans converted from grants under subsection (b)), and work assistance under title IV of the Higher Education Act of 1965 beginning with the first award year after enactment for individuals convicted of assaulting a police officer or a riot-related offense (i.e., inciting a riot; organizing, promoting, encouraging, participating in, or carrying on a riot; committing violence in furtherance of a riot; or aiding or abetting such acts). It requires repayment of any such title IV grants received for the program of study in which the individual was enrolled as of the offense date by converting them to Federal Direct Unsubsidized Stafford Loans under title IV part D, with interest accruing from the grant award date, and renders those loans ineligible for forgiveness, cancellation, discharge, reduction, or any repayment assistance under the Higher Education Act or other law.
