H.R. 2273 — UPRISERS Act

This section requires the Secretary of State to revoke the visa of any alien admitted to the United States on an F (academic student), J (exchange visitor), or M (vocational student) nonimmigrant visa who is convicted of (1) assaulting a police officer or (2) an offense related to rioting, including inciting a riot, organizing, promoting, encouraging, participating in, or carrying on a riot, committing any act of violence in furtherance of a riot, or aiding or abetting such riot-related activities. (Thus, the alien loses nonimmigrant status and becomes subject to removal proceedings.)

This section establishes a new ground of deportability under INA §237(a)(2) for aliens admitted on F, J, or M nonimmigrant visas (i.e., academic students, exchange visitors, and vocational students) convicted of (i) assaulting a police officer or (ii) an offense related to rioting, including inciting a riot, organizing or participating in a riot, committing violence in furtherance of a riot, or aiding or abetting such conduct.
