H.R. 2284 — Reduce Bureaucracy to Uplift Families Act

This section decreases the maximum percentage of Temporary Assistance for Needy Families (TANF) block grants that states may expend for administrative purposes to 10% (from 15%) and expands the exception to this limit—which previously applied only to information technology and computerization for tracking or monitoring—to also include case management needed to assist individuals with developing an individual responsibility plan under section 408(b).

This section establishes a penalty in the definition of wages under section 409(a)(17) of the Social Security Act for states that fail to comply with the administrative cost limitation under section 404(b) of the Temporary Assistance for Needy Families (TANF) program. If the Secretary determines noncompliance for a fiscal year, the state’s family assistance grant under section 403(a)(1) for the succeeding fiscal year is reduced by an amount equal to not more than 5% of the grant.
