H.R. 2297 — Taxpayer-Funded Union Time Transparency Act

This section directs the head of each agency (as defined in 5 U.S.C. §7103(a)(3)) to submit to Congress, and post on the agency's public website, an annual report by June 30 covering the prior year on costs related to official time under 5 U.S.C. §7131 (i.e., paid time off for federal employees to conduct union representational activities). The report must detail (1) total cost of official time; (2) purposes of each authorization; (3) for each employee on official time, position, basic pay, bonuses, benefits costs, hours on official time, and percentage of total hours worked; (4) total compensation for negotiating collective bargaining agreements, other employment agreements, processing grievances, and mediation/arbitration/impasse resolution; (5) arbitrator fees for grievances; (6) travel/lodging for negotiations; (7) expert fees for negotiations; (8) factfinder/mediator/arbitrator fees for disputes; (9) hours of free/discounted agency property use by unions/employees; (10) square footage of real estate provided to unions; (11) monetary value of property/asset uses, including maintenance/acquisition costs; (12) reimbursements collected; (13) agency expenses for union/private official time activities; (14) explanation of any increase in official time from prior year; and (15) penalties, arbitration awards, or settlements related to collective bargaining. This section further requires the Comptroller General to audit agency accounting practices for these reports at least every four years and, if an agency fails to use generally accepted accounting principles, to brief relevant congressional committees.
