This section establishes the Commission on National Agricultural Statistics Service Modernization to study modernization of National Agricultural Statistics Service (NASS) data collection—including improving statistic quality, accounting for production differences, accelerating technology adoption to reduce surveys, boosting producer response rates, enhancing stakeholder collaboration and transparency, incorporating real-time data, and addressing specialty crops—and to recommend implementation approaches and costs. The commission comprises 11 members: the NASS administrator, Economic Research Service administrator, USDA Chief Economist, World Agricultural Outlook Board Chair, Bureau of Labor Statistics representative, and 6 appointed by the Senate and House Agriculture Committees (3 each, with 1 by chair, 1 by ranking member, and 1 jointly per committee). Appointments must occur within 60 days of enactment, with an initial meeting within 60 days thereafter; non-federal members receive daily compensation equivalent to Level IV of the Executive Schedule under 5 U.S.C. 5315. Not later than 2 years after enactment, the commission must submit a report to the President and Agriculture Committees containing a NASS survey inventory and administrative, regulatory, and legislative recommendations.
