H.R. 2322 — FRIDGE Act of 2025

This section states congressional findings on infrastructure limitations hindering U.S. food and agriculture exports, the need for dedicated supply chain resources in developing countries, annual losses of billions of tons of fresh and frozen products and millions of dollars in exports due to poor cold chain systems, and the benefits of global infrastructure improvements for trade, food loss reduction, and nutrition.

This section establishes technical assistance to improve infrastructure in new and developing foreign markets for U.S. agricultural commodities as part of the program under section 203(c) of the Agricultural Trade Act of 1978. The Secretary must enter into contracts or agreements with eligible trade organizations to provide needs assessments, training, and other assistance to enhance cold chain capacity, port improvements, and related infrastructure, preventing damage or loss to U.S. commodities. It authorizes appropriations of $1 million for each of FY2026 through FY2030, restricted to this purpose, with unused amounts available for the subsection (c) program.
