H.R. 2328 — Soo Locks Security and Economic Reporting Act of 2025

This section directs the Secretary of Transportation, in coordination with the Commandant of the Coast Guard and the Secretary of Defense, to submit to the appropriate committees of Congress, not later than one year after the date of enactment, a report that (1) identifies security deficiencies at the Soo Locks in Sault Ste. Marie, Michigan; (2) assesses supply chain, logistical, and economic effects of a malfunction or failure of the locks and resulting impacts on the surrounding region and the United States; (3) identifies potential domestic or international threats to the locks; (4) details the current security structure of the Coast Guard and other relevant federal, state, or local agencies; and (5) provides recommendations and cost estimates for strengthening security and mitigating supply chain impacts. The section defines the appropriate committees of Congress as the House Committee on Transportation and Infrastructure; the Senate Committee on Commerce, Science, and Transportation; and the Senate Committee on Environment and Public Works.
