H.R. 2337 — PARENT Act of 2025

This section establishes a new definition in section 101 of the Immigration and Nationality Act (INA) for "subject to the jurisdiction thereof," as used in INA section 301(a) (i.e., the birthright citizenship provision), to mean—with respect to a person born in the United States—that the person was born to a parent who is a U.S. citizen or lawful permanent resident at the time of birth. (Thus, children born in the U.S. to noncitizen, non-LPR parents are excluded from automatic citizenship under this provision.)
