H.R. 2350 — Cellphone Jamming Reform Act of 2025

This section prohibits the Federal Communications Commission (FCC) from preventing state or federal correctional facilities from operating jamming systems—radio signal equipment designed to disrupt wireless communications to or from contraband devices or by inmates—within the facility's housing areas. To operate such a system, the facility must (1) limit operations to its housing facilities; (2) if state-operated, fully fund all costs; and (3) prior to implementation, consult local law enforcement and public safety officials and notify the Director of the Bureau of Prisons.
