This section requires all covered air carrier operations to comply with the Aircraft Operator Standard Security Program (49 CFR 1544.101(a)), which implements screening of passengers and property, not later than 360 days after enactment. Covered air carrier operations are those under 14 CFR parts 135 (commuter and on-demand) and 380 (public charters) that (1) conduct common carriage passenger-carrying operations for compensation or hire by offering individual seats in advance with publicly available schedules of departure location, time, and arrival location; (2) operate airplanes with a passenger-seat configuration of more than nine seats; and (3) do not enplane or deplane at Transportation Security Administration (TSA)-managed checkpoints. The TSA Administrator must revise relevant rules, guidance, or policies to implement this requirement.
