This section prohibits federal firearms licensees from selling or delivering semiautomatic centerfire rifles or semiautomatic centerfire shotguns that have, or have the capacity to accept, an ammunition feeding device exceeding 5 rounds (i.e., magazine, belt, drum, feed strip, or similar device, excluding .22 caliber rimfire tubular devices) to individuals under 21 years of age (from 18), unless they are qualified individuals (i.e., active-duty Armed Forces members or full-time federal, state, or local government employees authorized to carry firearms in official duties). (As background, current law generally prohibits such sales of rifles or shotguns to those under 18 and handguns to those under 21.) It makes conforming amendments to required buyer certification statements under 18 U.S.C. §922(c)(1) and adds the new definitions to 18 U.S.C. §921(a).
This section directs the FBI Director to submit to the Senate and House Judiciary Committees, not later than 90 days after enactment, a report on the operation of the FBI’s public access line (i.e., its tip line for public reports). The report must describe protocols and procedures for information-sharing between the line and FBI field offices and include recommendations for improving such sharing.
