H.R. 2370 — Taiwan Travel and Tourism Coordination Act

This section defines, for purposes of the Act, (1) "appropriate congressional committees" as the Senate Committees on Commerce, Science, and Transportation; Foreign Relations; and Homeland Security and Governmental Affairs, and the House Committees on Foreign Affairs; Energy and Commerce; and Homeland Security; and (2) "Assistant Secretary" as the Assistant Secretary of Commerce for Travel and Tourism.

This section directs the Assistant Secretary, in coordination with the Secretaries of Commerce and State, to engage Taiwan authorities not later than 90 days after enactment to expand U.S.-Taiwan cooperation on travel and tourism, consistent with the Taiwan Relations Act (22 U.S.C. 3301 et seq.). In doing so, it requires efforts to enhance travel and strengthen tourism industries of mutual benefit—including (1) facilitating coordination and events among industry partners (e.g., hotels, air travel, attractions), (2) advising on preserving cultural heritage for tourism, (3) coordinating international visitor safety and security, and (4) conducting other joint activities—while protecting U.S. sensitive information, intellectual property, and economic interests. It further requires the three officials to jointly submit reports to the appropriate congressional committees describing implementation, resource gaps or challenges, and other relevant matters, with the first report due not later than 270 days after enactment and annually thereafter for five years.

This section directs the Secretary of Homeland Security, in consultation with the Secretaries of Commerce and State, to submit to the appropriate congressional committees, not later than 180 days after the date of enactment of this Act, a report that (1) analyzes the feasibility and advisability of establishing a preclearance facility (i.e., a U.S. Customs and Border Protection inspection station) in Taiwan; (2) describes the plan for establishing such a facility in Taiwan or other locations in the Indo-Pacific region; (3) assesses impacts of preclearance operations in Taiwan on U.S.-Taiwan trade and supply chains, the U.S. tourism industry (including revenue and commerce), business travelers, cost savings and market access in the Indo-Pacific, government-to-government collaboration opportunities in Taiwan, Customs and Border Protection staffing at U.S. ports of entry, and U.S. foreign policy objectives toward Taiwan; and (4) details anticipated homeland security benefits and security vulnerabilities associated with preclearance operations in Taiwan.
