H.R. 2413 — GREEN Appraisals Act of 2025

This section requires the heads of covered agencies—Federal Housing Administration (FHA), Federal Housing Finance Agency (FHFA) with respect to Fannie Mae and Freddie Mac, Government National Mortgage Association (Ginnie Mae), Rural Housing Service (RHS), and Department of Veterans Affairs (VA)—to direct creditors originating covered loans (i.e., residential mortgages) to disclose borrowers' rights to provide or request energy reports for consideration in appraisals. The section further directs that, on or after March 1, 2026, creditors provide available energy reports to appraisers upon borrower consent; prohibits rejection of appraisals or loan applications based on energy report consideration; and requires appraisers to weigh relevant energy efficiency features, renewable energy installations, energy savings, and consumption relative to comparable homes when determining property value. Additionally, this section mandates joint agency guidance—developed with an advisory committee of stakeholders—confirming acceptance of all appraisal valuation approaches that reflect energy efficiency and renewables; procedures for disclosures, report sharing, and appraiser provision; systems updates within two years of enactment to accommodate such appraisals; and no-cost provision of energy reports to borrowers upon request.
