H.R. 2416 — Taiwan International Solidarity Act

This section amends the Taiwan Allies International Protection and Enhancement Initiative (TAIPEI) Act of 2019 by adding to section 2(a) two new paragraphs stating that (1) United Nations General Assembly Resolution 2758 (XXVI) established representatives of the People's Republic of China as the only lawful representatives of China in the United Nations but did not address Taiwan's representation in the United Nations or related organizations, take a position on People's Republic of China-Taiwan relations, or include any statement on Taiwan's sovereignty; and (2) the United States opposes any initiative to change Taiwan's status without the consent of the people.

This section amends the statement of U.S. policy under Section 4 of the Taiwan Allies International Protection and Enhancement Initiative (TAIPEI) Act of 2019—relating to Taiwan's participation in international organizations where decisions on membership or participation are made by consensus or majority vote—by adding a new paragraph (5). The new policy directs U.S. representatives in such organizations, as appropriate, to use the U.S. voice, vote, and influence to resist the People's Republic of China's efforts to distort the organizations' decisions, language, policies, or procedures regarding Taiwan.

This section amends sec. 5(a) of the Taiwan Allies International Protection and Enhancement Initiative (TAIPEI) Act of 2019—relating to strengthening ties with Taiwan—by adding a new paragraph (5) directing the United States, as appropriate, to encourage allies and partners to oppose the People's Republic of China's efforts to undermine Taiwan's official diplomatic relationships and its partnerships with countries with which it does not maintain diplomatic relations.

This section expands the reporting requirements under section 5(b) of the Taiwan Allies International Protection and Enhancement Initiative (TAIPEI) Act of 2019—relating to U.S. efforts to strengthen ties with Taiwan—to include information on any prior or ongoing attempts by the People's Republic of China to undermine Taiwan's membership or observer status in international organizations specified in section 4(a)(1) of that Act and Taiwan's ties and relationships with other countries. The amendment applies beginning with the first such report required after the date of enactment.
