H.R. 2418 — Federal Reserve Regulatory Oversight Act

This section amends the Federal Reserve Act to establish an appropriations requirement for non-monetary policy related administrative costs of the Board of Governors of the Federal Reserve System (i.e., costs for bank supervision and regulation such as examinations and stress tests, related staff training and research, and associated support, overhead, and pension expenses), effective for expenses paid and fees collected on or after October 1, 2025. Assessments and fees collected to recover these appropriated costs must be deposited as offsetting collections and may be collected only to the extent provided in advance in appropriation acts. (As background, the Board currently funds all operations independently through assessments on Federal Reserve Banks, without congressional appropriations.)
