H.R. 242 — MANAGER Act

This section amends federal employee survey requirements (P.L. 108-136, §1128) to require each Executive agency (i.e., Executive department, Government corporation, or independent establishment per 5 U.S.C. §105) to conduct annual surveys of its Federal managers (i.e., GS-13 or higher supervisors or management officials per 5 U.S.C. §7103)—in addition to existing employee surveys—that include specified questions on (A) confidence in agency leadership support for disciplining employees, (B) confidence in the discipline system, (C) feeling supported as a manager, (D) adequate discipline training, (E) adequate time to observe and correct new employees before probationary periods expire, (F) opting not to discipline due to lack of confidence, (G) input on labor negotiations, (H) recommending management to colleagues, (I) morale impacts from inability to discipline poor performers, and (J) good employees leaving due to problematic ones; provides for narrative responses; updates cross-references and definitions; and directs the Office of Personnel Management to issue implementing regulations within 180 days of enactment. (As background, these surveys, known as the Federal Employee Viewpoint Survey, assess views on leadership, workplace practices, and employee engagement across the federal government.)
