H.R. 243 — Georgian Nightmare Non-Recognition Act

This section establishes a U.S. policy (1) not to recognize or normalize relations with any Government of Georgia led by Bidzina Ivanishvili or proxies due to the regime's crimes against the Georgian people; (2) to oppose such recognition or normalization by other governments, including by fully implementing primary and secondary sanctions under Executive Order No. 14024; and (3) to use authorities under the Global Magnitsky Act and Executive Order No. 14024 to deter Georgian corrupt activity or foreign influence operations on behalf of the Chinese Communist Party, Iranian regime, or Russian Federation. The section prohibits any federal official action or use of federal funds to recognize or imply U.S. recognition of Ivanishvili or such a government; directs recognition of Georgia's incumbent president prior to the October 26, 2024, elections as the sole legitimate leader; and authorizes the President to void the policy upon certification by the U.S. Helsinki Commission Chairman and Co-Chairman of free and fair elections restoring the Georgian constitution.
