This section states congressional findings concerning the United Nations Population Fund (UNFPA), including its role in advancing U.S. interests by addressing maternal deaths, unmet contraceptive needs, gender-based violence, female genital mutilation, and child marriage in over 150 countries; its positive evaluation by the Multilateral Organization Performance Assessment Network (MOPAN) in January 2025; its compliance with U.S. restrictions on abortion and coercion; its alignment with 1994 International Conference on Population and Development principles; its contributions to global stability and humanitarian responses; the impacts of funding terminations on addressing daily preventable maternal deaths (nearly 800), unmet modern contraceptive needs (over 226 million women), gender-based violence (1 in 3 women), female genital mutilation survivors (230 million), and child marriages (12 million girls annually); and the benefits of voluntary family planning.
This section declares it to be the policy of States policy to improve the United States that improving the status of women worldwide is a strategic foreign policy and development priority that contributes to global stability and economic growth; that access to voluntary contraception and reproductive health care supports human rights, sustainable development, women's economic participation, poverty reduction, and U.S. interests; and that the United Nations Population Fund (UNFPA) is a key partner in advancing these goals through voluntary, rights-based programs, warranting targeted U.S. financial support.
This section authorizes appropriations to the President, in addition to funds otherwise available, of not less than $50 million for FY2026 and $55 million for FY2027 to support core functions and programs of the United Nations Population Fund (UNFPA), which may include ending preventable maternal deaths, addressing unmet needs for contraceptives and voluntary family planning, ending gender-based violence and harmful practices such as child marriage and female genital mutilation, and operating in humanitarian emergencies to support U.S. national security. Amounts authorized remain available until expended.
