H.R. 244 — Veterans’ True Choice Act of 2025

This section establishes eligibility for covered veteran beneficiaries—veterans eligible to enroll in VA health care under 38 U.S.C. §1705(a)(1) (service-connected disability rated 50% or higher), (2) (service-connected disability rated 30% or 40%), or (3) (e.g., former prisoners of war or Purple Heart recipients)—to elect enrollment in TRICARE Select during the program's annual open enrollment or in TRICARE for Life if Medicare-eligible. It applies TRICARE Select cost-sharing requirements under 10 U.S.C. §1075(d)(1) (i.e., legacy enrollee rates with lower catastrophic caps) regardless of the beneficiary's original enlistment or appointment date; prohibits dependents of covered veteran beneficiaries from enrolling in TRICARE solely due to the veteran's enrollment; and bars concurrent enrollment in VA health care. The section further requires the Secretaries of Defense and Veterans Affairs to enter a memorandum of understanding for VA reimbursement of DoD costs for such enrollees; sets an effective date one year after enactment, with joint regulations during the following year and phased enrollment aligned with TRICARE open seasons; and mandates joint quarterly implementation reports to the armed services and veterans' affairs committees of Congress for two years after enactment, followed by annual enrollment reports.
